Getting ready for the change

In the forthcoming implementation of the Rationalization Plan of the Department of Education with the purpose of streamlining the bureaucracy and increase effectiveness in the delivery of service, a two day benchmarking activity was conducted in Region VII, Cebu City, who piloted the system, on January 17-18.

Headed by Director Gloria D. Benigno, 38 personnel which include the Assistant Director, Heads of Divisions and Sections and Education Program Supervisors learned the new system of office structure and function as provided by Republic Act (RA) 9155 otherwise known as Governance of Basic Education from their counterpart in the Central Visayas Region led by Director Carmelita T. Dolangon.

Based from what had transpired in the activity, change is needed in the staffing and functions of the DepEd personnel based on the provisions of the RA 9155.

As provided by the law, the personnel of DepEd must work on the following functions: Policy Formulation, Planning, Research, Curriculum and Instruction, Training and Development of People, Quality Assurance and Accountability, Technical Assistance and Resource Mobilization and the structure from national to division level should be patterned to the said identified functions.

In the present setup, the supervisors are grouped according to the levels they represent such as elementary, secondary, alternative learning system and physical education and school sports.

With the implementation of the RAT Plan, they are expected to be reshuffled including the chiefs based on the functions the supervisors themselves, their chiefs and the director and assistant director will agree to what division their qualifications fit.

The group was warmly welcomed by their counterparts in the Central Visayas Region and was given a surprise when the host region announced that they are turning over an amount of a little over P300,000.00 to help DepEd Davao Region in the rehabilitation and relief operations, provisions of learning materials and food for the teachers and students who were affected by Typhoon Pablo.

The gesture received a resounding applause from the visitors as they did not expect to receive such an amount from their counterparts.

Director Dolangon said that because they belong to the same family, it is but proper for them to extend help to their brothers and sisters here in the region.

After the presentation of the present structure and functions now being followed in Region VII was done, a series of clarificatory questions were raised and answered in details by the host.

The group toured the different offices and even went to one schools division, the Division of Cebu Province to look into the implementation of the said RAT Plan in the Division Level.

This corner expects that with the exposure, the 38 personnel will now have a clear grasp of the structure and functions of the new system prior to its implementation here in Davao Region.
