THE Government of Davao envisions several centers of development as mentioned in the Clup (Consolidated Land Use Plan) approved by the City Council. This is to be accomplished as set up by the feasible timetable needed to implement them. There are short term, medium, and long term to achieve them. Some are already in place and we have seen the valuable services given to the citizens. This column will deal with the grand far- sighted for Metropolitan Davao to become the socio-economic center of Eaga (East Asean Growth Area). Here we may include the other Davao Regions. We notice that Tagum, Digos, lately Malita is constructing a coal-fired power source, an ambitious project to provide electricity there. This will give jobs to thousands of their jobless citizens. We have seen the successful programs for growth in Tagum and Digos.
Guided by the principles of sustainable development, Davao City is pursuing a cross- sectoral development direction keeping on track through the years by the dedicated efforts of city officials to maintain a peaceful environment. It recognizes the key roles of the civil society, the business enterprises, and concerned private citizens, the NGOs and POs. They help in maintaining a sound and viable economy. Prosperity and peace are maintained. The aggressive campaign against criminality is largely responsible for the growth of the economy which utilizes the potential opportunities inherent in the unique and strategic physical endowments of the city. One major advantage of Davao is its vast land area and its well-placed Comprehensive Land Use Plan. As the only major metropolitan center in Mindanao, it is considered as an alternative international nucleus to balance and diffuse the over-concentration of economic and industrial activities in Metro Manila.
The development plan serves as a blueprint for maximized land use management and long term projects laid out to meet sectoral demands and concerns. Anticipating the challenges of a bigger urbanized region and a fast-growing population, the land reserved for residential use will be expanded; a viable road network must be designed by experts. Streets, highways, coastal roads must be designed so as to facilitate to movement of traffic as well as the accommodations of the expected increase in the number of vehicles. Among the recently implemented projects the most noteworthy is the operation of 911 Emergency Response Center.
The government is committed to take care of the progress and an active dynamism of business and industrial activities. This can only be achieved with a sustained effective and efficient peace and order program. Other important concerns of government are priority agendas on shelter, health, education, livelihood, ancestral domain management, fisheries, agriculture, eco-tourism attractions, and leisure activities. Sewerage and solid wastes management, drainage of run-off water to prevent floods must be given due attention.
In a graphic pictorial I saw about the bright future of the metropolis these were shown. An ultra modern sports complex, a road map with radial, circumferential, coastal roads. From me, I would add underpasses and overpasses and ambitiously light rail transit. Modern overland terminals, piers or wharfs, airports. In the pictorial are waste water treatment facility for business companies, solid waste management and disposal programs. There was also one feature on land reclamation, marina complex, business industrial parks. Cultural convention center for arts and theater, concerts, and local and international conventions.
The competitive advantages of Davao the various migrant population which has an abundant pool of professionals, skilled workers, accountants, computer programmers, and call center workers. There are prominent learning centers in the universities, colleges, vocational schools, and special schools for skilled labor force. Public utilities are provided by the Davao Light and Power Company back-up facilities operated by diesel and mini-hydro plants. Power is available for 24 hours. Rates of payments are lower compared to Metro Manila. Potable water is abundant. Mount Apo serves as the recharge point and at the foot of the mountain there are large reservoirs. The biggest is found in the Calinan-Toril-Talomo Triangle.
Davao has adequate transport structures facilitating a more accessible way to the major markets and urban centers in our country and neighboring nations. The availability of a number of direct air and sea routes provides a convenient means for investors to transport products to target domestic and offshore markets.
Davao is a place where there are the fast-paced business going on and all the luxuries of cosmopolitan living complement the breathtaking, picturesque beauty of the great span of mountains and plains; gilded by the blue ocean near the Davao Gulf. As the country' s urban gateway to natural beauty of the wonderful scenery and natural heritage, Davao City is an investment haven where commerce and leisure blend and harmonize.
