Pork barrel scam rolls on?-A A +A

ACTUALLY I was just resting from the over excitement of the world and the local rallies shouting one message loud and clear: We are one against the pork barrel scam which has been happening to us, Filipino citizens, who faithfully pay our taxes as our obligation to our government. The unequaled scandal shook our nation with unbelief.
Janet Lim Napoles is in the news as the brain of anomalies from 2007 to 2009 concerning the mishandling of the pork barrel funds. A total of 10 billion pesos of the people's money in taxes were squandered by a group of individuals orchestrated by Napoles in a web of deceptions and corruption, almost hard to believe. I will not repeat the crime here.

The stress made a toll on my heart condition. I needed to rest. This morning news was welcome. Janet Napoles surrendered to President Aquino in Malacañang Palace. Of course all of us were surprised. The two weeks frantic search for the wanted person ended. This was after the President offered a P10 million reward for anyone who can find Napoles.
The arraignment of Janet Napoles is set for September 8. I hope this will lead to a very well organized series of hearings where all suspects mentioned in news reports as particpants in the celebrated case will be sent subpoenas to report in their scheduled hearing and say what they have to declare under oath. Please state facts as they really happened.
This case will surely take a long time before all senators and congressmen mentioned in the case will be heard. Napoles, the NGO's, and all individuals suspected as participants in the alleged crimes will also be heard by the court. We will be ready to hear all of these and know the results and resolutions to be rendered by the court. All those found guilty must be prosecuted and go to jail. Those found not guilty will be acquitted.
These are easier said than done but we will be patient. This should not go the way the celebrated cases in our history remain languishing with cobwebs waiting for the final solutions and the guilty ones landing in jail.
I will mention some to refresh your memories. Who was the mastermind in the assassination of our hero, Benigno Aquino? Using my common sense after hearing everything about the case from releable sources, I assume Imelda, Gen. Ver, F. Marcos in this order. Next is the infamous Maguindanao Massacre. Unsovled and still being heard in court until now because of all delaying tactics in the hearings we, who are witnesses to the massacre through television, can conclude that the Ampatuans, the military men, the back hoe operators are the guilty ones. Where is the son of Mrs. Editha Burgos? We see her weeping over TV pleading to those who know the whereabouts of her son; whether he is dead or alive. Who manipulated the escape of the Brothers from Palawan using falsified passport? Who killed Mr. Ortega, an environmentalist?
Consider the plunder cases of ex-president Gloria M. Arroyo. The hearings had taken a long, long time because of many excuses Arroyo had made to the court. She got her wish for hospital arrest to stay in a luxurious suite instead of an uncomfortable dingy prison cell. She got very sick or healthy at will for her own purposes. She uses a wheel chair, wear contraptions in her neck, back, or head as her props. She was sick and could not attend hearings. She was healthy when she had to visit her political constituents or attend family gatherings.
I also would like to have this comment when I read the news release on the allocations of the 2014 national budget. This is about the allocation for education. I saw over TV students carrying placards clamoring for a higher share in the budget. Imagine they even saw the provision for a lower amount this time and the lion's share went to Ched. The educator in me has the same wish.
Early levels of the educational divisions are the most basic for character and holistic development and learning for a child. It should be given all the incentives for this vital foundational stage of education. Nothing can take this away. I had written so many treatises on the condition of education in our country. They had been a repetitious account of the problems of the same nature which the department has. Some had gone from bad to worse. I was like a broken record playing the same tune year after year these.
Lack of classrooms, enough updated teaching materials and textbooks, available sanitary and health facilities in school compounds. Most important are enough qualified teachers with reasonable salaries. It pains me why the demand for higher salaries was not acted upon by the concerned agency. Do they not realize that so much depends on the teachers to educate and mold the pupils and students under their care assuring us of future good and well bred citizenry? No one can underestimate this. The success of students of the higher levels up to university education depends on these solid and correct foundations. Logistics and intelligent far-sighted planning must be done year after year by officials of the department of Education.
Education must be available to all remote barangays in our country. Before funding enormously on extensive tourism plans, these should be tackled first. In our cities and provinces it is customary and competitive to have the most lavish celebration costing millions in their fiestas to draw tourists. In the same places we see hordes of informal settlers and the poor malnourished children .Where is our proper sense of the values concerning these? We must think about this and remedy them.
