DAVAO City Vice Mayor Sara Duterte said it is difficult to find solutions and eventually approve the Preliminary Approval and Location Clearance (PALC) application of Shrine Hills developers with the drainage pathway emerging as the main contentious point.

"Wala na man solutions sa drainage, mao ra man gud to sa Datu Luho (There's no other outlet for the drainage except at Datu Luho). Whether or not the creek can accommodate the added burden. According to the engineers, okay ra daw (it's okay)," Duterte said.
The vice mayor and other members of the City Council have been in consultation with the developers due to the demands of the Ma-a residents to find an alternative water pathway from Shrine Hills to Davao River as the currently utilized Datu Luho Creek is already up to its limit. During heavy rainfall, Ma-a is already prone to flood.
Duterte said developing the slope is not really a problem.
"Ang landslide kay pwede i-prevent with the correct engineering works, so pwede gyud siya ma-develop provided tama ang plans. Any slope daw, maglandslide gyud basta mali ang engineering works na gamiton (Landslides can be prevented with appropriate engineering works; thus they can be developed provided the plans are followed. I was told that any slope will slide if the engineering works is not appropriate)," Duterte said.
