Village folks cry vs ‘water terrorism’-A A +A

MORE than a hundred residents of Barangay Bolisong, Manjuyod, Negros Oriental held Thursday morning a protest rally against an alleged “politicized water supply.”
The protest rally, which was held at the barangay plaza, was initiated by the villagers and was also supported by some village officials.
Arnold Palomar told Sun.Star that the supply of water going to their houses was disconnected allegedly by former Barangay Kagawad Nestor Narciso right after the October 2013 barangay election.
Narciso, who served as barangay plumber, lost against the incumbent barangay chairwoman Mila Pardillo.
Palomar said he was told by Narciso that the water supply was disconnected after he failed to support the latter.
Mercidito Banatanto, on the other hand, said he was also told by Narciso on the night of the counting of votes on October 28 that their water supply will also be disconnected because they supported his opponent.
“Adto na mo mangaligo sa dagat (You will now take a bath in the sea),” Banatanto quoted Narciso.
For his part, Narciso, in a separate interview, denied the accusation against him.
Narciso explained that the board and management of the Salvacion-Bolisong Water Sewerage Association (Salbowasa) decided to disconnect the water supply of at least three household-consumers after they have failed to pay their monthly obligation.
He said supply to the more than a hundred water consumers in Bolisong proper was stopped following the complaints of his sympathizers from Sitio Limayag due to low pressure.
Salbowasa is run by Narciso’s wife.
Some residents from Sitio Limayag said they were not allowed to buy water from the source after their water supply was also disconnected.
The affected consumers have already lodged their complaints before the office of the Commission of Human Rights (CHR).
CHR special investigator Jesus Cañete has also gathered sworn statements from the complaining water consumers for filing of proper charges against Narciso.
Cañete, however, clarified that he will give 10 days for Narciso to answer the complaints.
