“SEEKING a Turning Point to Make a Difference” is this year's theme of Pinsao Pilot Project as it celebrates its 17th barangay fiesta. This was once an idle land until it became part and parcel of the Bureau of Plant and Animal Industry’s Baguio experiment station in 1960.
Pinsao was one of the first 29 barrios in the city which was proclaimed, through the late President Ferdinand Marcos’ Presidential Decree 557, as a Pilot Housing Project. The PD was issued on September 1974 thus Pinsao Pilot Project came into existence as a barangay.
