City Mayor Jerry P. Treñas said the Presidential Management Staff (PMS) informed him of Arroyo's arrival in the city.
The DPWH has completed its soil testing and started cleaning the area of traffic islands and electric posts for the eventual construction of the project.
Arroyo will be accompanied by newly appointed DPWH Secretary Victor Domingo in laying down the groundworks for a multi-million peso second flyover project at the corner of Jalandoni and Gen. Luna streets at the city center, few meters away from the first flyover project at the junction of Infante and Gen. Luna streets.
The first flyover at Infante was completed some two years ago with a reported more than P400-million budget from the National Government.
The flyover is yet to be inaugurated by the President and remains useless to the general public as only private vehicles are using it as of Monday.
Public transport refuses to use the flyover by saying drivers could not maneuver their vehicles in picking up passengers.
