DSWD: Politicians taboo in 4Ps

OFFICIALS of the Department of Social Welfare and Development (DSWD) have assured no politicians are allowed to use or intervene in the implementation of Pantawid Pamilyang Pilipino Program (4Ps) for identified poor families.

DSWD Assistant Secretary for Operations Teodulo Romo Jr. said the program needs the protection of everyone and their office is currently evaluating the veracity of reports concerning 12 “epal” politicians in Western Visayas who claimed the pro-poor program as their own.

Romo said an existing memorandum from the Department of Interior and Local Government still stands not to use the pro-poor program for political ends.

Early reports showed that the epal politicians in the region sent letters to beneficiaries asking for their election help since they are responsible for the beneficiaries’ enclosure in the 4Ps list.

These politicians are from the provinces of Iloilo, Aklan, Capiz, Negros Occidental and Guimaras.

DSWD Regional Director Evelyn Macapobre said politicians are not allowed to claim credit for the program, even during the cash distribution so that they will not use the activity for politicking.

Macapobre said there is an existing grievance redress system to evaluate any complaint or issue against the beneficiaries for non-compliance of conditions set. So far, 11,101 were already delisted in the region.

The reasons for delisting include non-compliance of conditions, the beneficiary has no longer a child zero to 17 years of age, and has a job with an income of P10,000 and above per month

The re-evaluation and reassessment of beneficiaries will be conducted in 2014 to determine the capability of listed beneficiaries.

Only the DSWD can delist the 4Ps or conditional cash transfer beneficiaries if they violate any of the conditions, while the local executives are only partners in the execution of the program and have no authority to delist the beneficiaries. (Lydia C. Pendon)
