Monday, October 7, 2013
PRESIDENT Benigno Aquino III will decide on who will be the next chairman of the Regional Development Council (RDC) in Western Visayas after the council nominated Capiz Governor Victor Tanco, Sr. and Negros Occidental Governor Alfredo Marañon, Jr. as the government sector nominees during the organizational meeting held last September 26.
The RDC also nominated Jessraf Palmares, chairman of the Iloilo Federation for Information Technology (Ifit) Inc. and Franklin Carbon, president of the Metro Bacolod Chamber of Commerce and Industry, as private sector nominees to the same position.
Implementing Rules and Regulations of Executive Order 325 stipulate that the council nominates from among its members at least two local chief executives and two private sector representatives whose names are forwarded by the National Economic Development Authority (Neda) to the President.
The President then selects and appoints the RDC chairperson and co- chairperson. If the appointed chairperson is from the government sector, the co-chairperson will be selected from the private sector and vice versa.
Neda Regional Director Ro-Ann Bacal said that Tanco was the immediate past chairperson of RDC-Western Visayas and finished his term last June 30. However, the membership selected him due to some unfinished development projects in the region.
Also elected were sector committee officers, as follows:
Economic Development Committee:
Chairman - Regional Director Rowen Gelonga of the Department of Science of Technology
Co-chairman - Jessraf Palmares (Ifit)
Social Development Committee:
Chairman - Zinnia Teruel of Taytay sa Kauswagan Inc.
Co-chairman - Sipalay City Mayor Eric Saratan
Infrastructure Development Committee:
Chairman - Ma. Luisa Segovia of the Iloilo Business Club
Co-chairman - Kalibo Mayor William Lachica
Development Administration Committee:
Chairman – Department of Interior and Local Government Regional Director Evelyn Trompeta
Co-chairman - Wilfredo Homicillada of Process Foundation
The RDC also selected three private sector nominees for membership to the Regional Project Monitoring Committee, one of them to be selected by the incoming RDC chairperson. They are Carbon, Segovia and Homicillada. (LCP)
