THE Iloilo City Council has approved on Tuesday an ordinance granting a franchise for the Vallacar Transit Inc., operator of Ceres bus lines, to establish and operate as bus terminal in the boundary of barangays Buhang and Camalig in Jaro district for exclusive use of its Ceres buses only.

City Councilor Plaridel Nava, main proponent of Regulation Ordinance 2014-015, said the terminal franchise will cover buses owned by Vallacar to any point in Panay Island and will only allow entry of city loop jeepneys and taxis and not other passenger vehicles operating in Iloilo and the rest of Panay.

Nava said the terminal, built on a 3.5-hectare lot owned by Vallacar, will have a two-storey building, separate comfort rooms for male and female passengers, a canteen, and other amenities to serve the needs of passengers.

The city councilor said that the Comprehensive Perimeter Boundary Ordinance (PBO) passed in 2013 by the City Council, has effectively erased the exclusivity of terminals to be built only in three adjoining barangays in Jaro.

He said the comprehensive PBO provides a non-exclusive franchise and business investors may build their terminals in any area but not within the city proper. The new terminal is expected to create more jobs, enhance tourism and economic activity in the area.

The ordinance is implementable 10 days after publication in a newspaper of general circulation in Iloilo.
