City readies charges against erring employees-A A +A

ILOILO CITY – An ongoing investigation conducted by the city market committee at the terminal and central public markets here showed possible administrative and criminal liabilities of about five employees of the Local Economic Enterprise Office (LEEO).
City legal officer Daniel Dinopol said the market committee is finishing its task of validating the terminal market stall owners and vendors and awarding of stalls will be completed by early June 2014.
The market committee is headed by city mayor Jed Patrick Mabilog as represented by city administrator Norlito Bautista, Jinny Hermano representing city treasurer Katherine Tingson and Dinopol,
The city lawyer said they are on the process of getting admissions in writing including affidavits from the suspected LEEO employees and some of them were temporarily assigned in other city markets pending the resolution of their cases.
One LEEO employee was caught red handed while maintaining a clandestine boarding house without a business permit but using electric power siphoned from an electrical post at the central market, which the City Government pays the electrical consumption of the market.
The questionable employee named Joel Caelian was also caught allegedly using electric power from the same post to pump water and sold the same to the central market vendors.
Dinopol said the market committee has declared all stalls at the terminal market as vacant and to award the stalls to qualified applicants. The market is also finishing its validation of market contracts with the vendors.
The city legal officers clarified that the market committee investigation is different and separate from the investigation in aid of legislation conducted by the City Council.
