A BOARDING house operator has appealed his case before Iloilo City Administrator Norlito Bautista saying he is “willing to settle his account in connection with business requirement to make it legal”.

In his letter to Bautista this week, Joel Caelian appealed against the implementation of Executive Order 37-Series of 2014 signed by Mayor Jed Patrick Mabilog in ordering the closure of his boarding house last April 28, 2014.

The order was issued last May 6, 2014 against Caelian upon recommendation of the Boarding House Commission after discovery of his 10-room boarding house at an old building at Iznart St. without a business permit and license to operate.

Caelian was charged for violating Iloilo City Tax Ordinance 2007-016, Book 2, Chapter 1, Section 53 which states the mandatory business permit and license of a boarding house.

However, Bautista said Caelian was also found to be tapping the electric post at the center market to energize his boarding house illegally. The suspect was also found to be using the city’s electric power for his illegal water distribution business at the central market by using a water pump to siphon from the deep well.

The city administrator said Caelian was a team leader of Task Force Boltahe assigned at the City Engineer’s Office electrical division. His prime duty is to stop pilferage and tampering of power.

Aside from the illegal boarding house charges, Caelian is also facing criminal charges of power pilferage.
