Aquino receptive to Iloilo managing own water district

ILOILO City's plan to manage its own water district and get the water distribution function of Metro Iloilo Water District (MIWD) got an ear from President Benigno Aquino III on Friday.

Mayor Jed Patrick Mabilog submitted a position paper to the President regarding the City's intention to become independent from MIWD and have its own water distribution system serve the needs of its own populace.

Mabilog said Aquino, who was in Iloilo to inaugurate several major infrastructure projects, was positively receptive and ordered Secretary Rogelio Singson of the Department of Public Works and Highways (DPWH) to coordinate and sit down with the city mayor and Senate President Franklin Drilon to discuss all the aspects of the proposed Iloilo City Water District.

The Local Waterworks Utilities Administration is supervising all water districts in the country and is under the DPWH.

Mabilog said he is just asking the return of MIWD water distribution to the city so that the City Government can do measures to solve the current water crisis here.

He reiterated that the creation or abolition of a water district can be done in three ways. First by a Presidential Decree, second by a congressional legislation, and third is when the water district board of directors declare water distribution function to a local government unit such as the City Government.

Mabilog said that MIWD is a complete failure in its mandate to serve and supply sufficient potable water to the city, and this has been ongoing for several years. Similarly, the contract of MIWD and bulk water supplier FloWater Resources is currently being studied by the Office of Government Corporations.

He said the city has the capability to expand its water distribution coverage by also renting the existing facilities of the water district and buy water supply from several bulk water suppliers.
