THE National Bureau of Investigation (NBI) refused to transfer a suspected American pedophile charged with qualified human trafficking to Angeles City Jail despite court order existence, a lawmaker said Wednesday.

Manila Representative Bienvenido Abante Jr. said the detention has the blessing of the US Embassy with the reason that the NBI is using the accused American national as a special agent in order to catch other entities involved in human trafficking.

"I am requesting the US embassy to issue an official statement, either they take responsibility for this man or disown him," he said.

Demosthenes Daguna, lawyer of the victim, said the NBI led by investigator Rolando Bizarra should not detain the accused American national in their compound.

The accused American national even has an air-conditioned room in the compound, the Manila lawmaker added.

The mother of the victim Thea (not her real name) said the accused has a cellphone and she even received an SMS message from the accused even when he was detained at the NBI.

Anti-Human Trafficking Act of 2003 prohibits the name of the accused and the victim to be stated in public.

Lawyer Daguna said the NBI filed a motion in court requesting the accused to remain in their custody in Manila, which the court denied.

The motion was also denied by Angeles City Regional Trial Court Branch 59 and ordered the immediate transfer of the accused.

Thea meanwhile said a 17-year-old friend told her that she only needs to "take some photos" with the American national and she will earn money.

Representative Abante narrated that instead of merely taking photos, the 52-year-old American asked Thea to take her clothes off then "masturbated in front of her, wiped his organ on her face, put it inside her mouth" then penetrated her.

The victim's mother said they found in the suspect's laptop 880 shots of naked girls on top of the tree, in the Angeles City cemetery, and inside his Starex van.

Thea said her 17-year-old friend was recruiting more of their friends.
