Guarin has been with the agency for almost three decades and has been recognized both by his officers and colleagues as one of the most hardworking and committed officials of the LTO.
On March 10, Guarin was injured in an attack. He was heading for work on his Mitsubishi Adventure service vehicle when three unidentified armed men assaulted him in Doña Carmen Subdivision in Barangay Holy Spirit in Quezon City.
The official sustained multiple gunshot wounds in his stomach and shoulder.
For his part, LTO Chief Arturo Lomibao said he is confident that the experience in public service, expertise, and dedication of Guarin would enable him to accomplish his duties and functions if not surpass his past record.
"We have to commend Director Guarin for his contribution to the agency for the past years as shown by his dynamic performance and high sense of professionalism. He could be an inspiration to other middle-level officials aspiring for higher positions in the agency," Lomibao said.
Meanwhile, Guarin urged his staff and personnel at the LTO-NCR office to help him pursue the mandate and goals of the LTO and continue to strive for excellence in their respective duties and functions in the regional office. (AH/Sunnex)
