Senate approves K to 12 program

EXPANDING basic education by adding two years to a 10-year cycle gained the approval of senators Monday.

Approved on third and final reading is Senate Bill 3286 or Enhanced Basic Education Act of 2012, which aims to develop globally-competitive Filipinos, said the measure's sponsor Senator Edgardo Angara.

The House of Representatives passed its own version late last year, paving the way for a bicameral conference committee that will reconcile conflicting provisions. Once a single draft is adopted by Congress, this will be submitted to President Benigno Aquino III for enactment.

Angara, chair of the committee on education, said the Philippines is one of the three countries in the world which does not implement the 12-year curriculum.

On top of the six-year elementary education, students will also be required to pass kindergarten under the bill. Secondary education will include four years of junior high school and two years of senior high school.

Angara said the Department of Education (DepEd), Commission on Higher Education (Ched) and the Technical Education and Skills Development Authority (Tesda) will be in charge of designing the enhanced basic education curriculum.

DepEd shall also undertake consultations with other national government agencies and other stakeholders including, but not limited to, the Department of Labor and Employment (Dole), Professional Regulation Commission (PRC), private and public schools associations, national student organizations, national teacher organizations, parents-teachers associations, and the chambers of commerce and/or industry associations on matters affecting the concerned stakeholders.

Mandatory evaluation and review shall be conducted by the DepEd by 2014 and a midterm report be submitted to the proposed Joint Congressional Oversight Committee on the Enhanced Basic Education Program regarding the implementation. (Virgil Lopez/Sunnex)
