Early Years Act implementing rules signed-A A +A

EDUCATION and health officials signed Monday the implementing rules and regulation of the Republic Act (RA) 10410 or The Early Years Act of 2013 during a ceremony held at the Department of Education (DepEd) Complex in Pasig City.
RA 10410 is an act recognizing the age from zero to eight as the first crucial stage of educational development and strengthening the early childhood care and development system, appropriating funds and for other purposes.
The act strengthened an earlier law, the RA 8980, a law that tasked the council for the welfare of children to serve as the national Early Child Care and Development (ECCD) coordinating council.
"Na-plantsa na ang Pilipinas na maging isang child-friendly na bansa," DepEd secretary Br. Armin Luistro said in his opening speech.
The ECCD council of The Early Years Act of 2013 includes the DepEd, Department of Social Welfare and Development (DSWD), Department of Health (DOH), Union of Local Authorities of the Philippines (ULAP) and the National Nutrition Council (NNC).
The ECCD council is responsible in making sure that programs are being implemented by the Local Government Units (LGU) such as providing financial and technical support packages to the children and their families.
LGUs shall be provided allocations from their Special Education Fund, Gender and Development Fund in addition to other local funds to make the implementation of the programs for the children, mother and their families possible.
ECCD system refers to the full range of health, nutrition, early education and social services development programs that will provide the four basic holistic needs of young children from age zero to four and to promote their optimum growth and development.
Social Welfare Secretary Corazon Soliman said the law is important especially in strengthening different programs as a response to children's need from the time the mother is bearing him into her womb.
"Hindi kasi pwedeng nutrition lang ang papangalagaan or yung welfare lang. Dapat lahat simula sa pagpaplano pa lamang nang pag-gawa sakanya. Para sa ganoon ay magkaroon tayo ng mamamayan sa hinaharap na malusog, maalam, mahusay at matalas ang isip para magkaroon ng maayos na desisyon para sa lipunan," Soliman said.
Families are encouraged to contribute their time and services to support the ECCD programs. (Sunnex)
