PNP chief shrugs off plunder raps

PHILIPPINE National Police (PNP) chief Director General Alan Purisima denied any link to the supposed questionable deal between the PNP and a courier service company for the delivery of licenses to gun owners nationwide.

Purisima said the plunder complaint filed against him "has no basis and obviously an amateurish move meant to discredit the PNP."

On Tuesday, Glenn Gerard Ricafranca of Legazpi City filed a plunder case before the Ombudsman accusing Purisima and former Firearms and Explosives Office (FEO) head Chief Superintendent Napoleon Estilles for approving an alleged anomalous 2011 deal with Werfast Documentation Agency Inc.

PNP spokesperson Chief Superintendent Reuben Theodore Sindac on Wednesday came to the defense of his beleaguered boss, saying that Purisima was not yet the PNP chief when the police agency sought the services of Werfast.

"Paano mangyayari na involve si chief (Purisima) sa contract na iyon, hindi pa siya nakaupo nung napirmahan ang MOA (memorandum of agreement) between Werfast and PNP-FEO," Sindac said.

"In fact, walang nilabas even a single centavo ang PNP para sa serbisyo ng Werfast, ang mga gun owners ang directly nagbabayad sa Werfast para sa delivery ng kanilang mga equipments license," he added.

Purisima was appointed as PNP chief in December 2012 while Werfast and the PNP-FEO signed an agreement for the delivery of firearms licenses on May 25, 2011. The contract was terminated on March 2014 amid controversies.

Reports said Werfast registered with the Securities and Exchange Commission only three months after the signing of the MOA and that it charged P190 per license delivery, a much higher price compared to other courier service, such as, LBC which charge customers P90 per package. (Sunnex)
