DepEd: RPMS won’t affect teachers’ salaries, incentives

THE Department of Education (DepEd) dismissed on Saturday the allegations made by a militant party-list group regarding the Results Based Performance Management System (RPMS) for public school teachers and the Learners' Information System (LIS).

In a statement, the education department denied the accusations made by ACT Teachers Party-list Representative Antonio Tinio that the RPMS is not linked with the Performance-Based Bonus (PBB) of public school teachers

The government agency said that RPMS is a systematic approach for consistent and continuous work improvement.

DepEd said that the scheme will not affect teachers’ salaries and incentives.

"The RPMS gives all employees a means to gauge their performance and seek improvement," the DepEd said.

It added that the results will guide the agency in providing training interventions to ensure continuous development and part of the DepEd's commitment to provide quality education to our learners.

Though DepEd intends to contextualize the RPMS, the agency is also obligated to follow the Civil Service Commission's (CSC) rating scale, where "outstanding performance" is pegged at 30 percent more than the target.

It noted that the scale has been in use since 1999 based on CSC Memorandum Circular 13-1999 and is intended to raise the bar and encourage excellence in government service.

Meanwhile, the education department also clarified that the LIS is an online registry of students, which was implemented "to streamline the work processes of schools, particularly those done by teachers."

The agency said that they have continued to optimize the system based on feedback from the agency's personnel despite connectivity challenges across the country, as well as some system delays due to the volume of transactions per second as millions of student records are encoded by more than half a million teachers.
