CEBU City has the highest rate for drug use.
That was revealed by President Rodrigo Duterte in a speech delivered Wednesday at the 10th Philippine Councilors' League held at the World Trade Center in Pasay City.
"Cebu has the highest rate of [drug abuse]. They do not know it. It is about 60 to 70 [percent]," the President said.
Duterte said that his deadly war on illegal drugs will continue, even as he stressed that "no progress will take place if it is chaotic and there are many crimes."
He said he does not want to kill people but he has to get rid of individuals who have links to narcotics trade.
The President said he is willing to be put behind bars if that has to be the consequence of his policy against illegal drugs.
"You cannot stop the movement of drugs if you will not kill them all," Duterte said.
"I'm ready to go to prison for the right accusation and the right penalty. That's not a problem. I give the orders, 'Go out and hunt for them. Arrest them if possible. But if they resist violently, placing your life in danger, shoot and shoot to kill.' I am repeating it because the drug users really resist," he added.
Duterte's war on drugs has so far claimed the lives of over 7,000 people. (SunStar Philippines)
