THE Commission on Elections (Comelec) moved the final testing and sealing (FTS) of the Precinct Count Optical Scan (PCOS) machines from polling precincts to the office of the municipal and city treasurers concerned.

In its Resolution, the commission en banc said it will conduct the FTS of the more than 900 PCOS machines three days before Saturday’s special election day.

During the May 20 polls, it was during the FTS period where the problems in the configuration of the compact flash (CF) cards were discovered leading to a massive effort to replace it immediately.

For the upcoming special polls in Basilan and some areas in Lanao del Sur and Bulacan, the Board of Election Inspectors were required to “convene in their assigned polling places” to test and seal the PCOS machines.

According to Comelec Commissioner Rene Sarmiento, one of the reasons for the moving of the FTS to cities and municipalities is for easy access to the machines.

“Dahil ito sa may technician doon. Kung may problema ang PCOS machines, madaling palitan,” explained Sarmiento.

During the FTS, 10 mock voters will be chosen to accomplish the test ballots and undergo the entire voting process.

After the testing, the PCOS machines will be sealed and will not be opened until the voting hours on poll day.(AMN/Sunnex)
