3 mayors optimistic with benefits of SGH award

CITY OF SAN FERNANDO — Three mayors in three different districts of Pampanga have expressed optimism, being awarded the Seal of Good Housekeeping (SGH), which will open up for them development programs in their respective municipalities through the Performance Challenge Fund (PCF).

Mayors Yolanda Pineda of Sta. Rita, Joselito Naguit of Sto. Tomas and Rommel Concepcion of Sta. Ana said they are happy with the recognition given to them by the Department of Interior and Local Government (DILG) at the Heroes Hall on Wednesday.

The SGH award recognizes fourth to sixth class local government units (LGUs) with good performance in internal housekeeping especially on sound fiscal management, transparency, accountability, and performance management.


DILG regional director Florida Dijan said these towns qualify for the PCF. The PCF is a subsidy which these LGUs could use to finance economic development projects in their areas. These towns will also be prioritized in grants and assistance by funding agencies and institutions.

Mayor Pineda said she is now discussing with her staff the most urgent project to undertake. She said she is focusing more on environmental programs.

“We will be looking on our environmental checklist to identify which project to undertake soon,” Pineda said.

Pineda added that the award is in recognition of their effort to make process and procedures in Sta. Rita town more efficient, effective and transparent.

Meanwhile, Mayor Naguit said the award will open up possibilities in the implementation of local programs in his town. Naguit said the award is in recognition of the fact that their municipality is doing what it can to become transparent and corruption-free.

“The project now that we are looking carefully into is the concreting of a community road in Barangay San Matias that will benefit a lot of our constituents,” Naguit said.

Concepcion, for his part, added that the SGH is a wake-up call to other LGUs to make their services and programs within ethical and lawful standards.

An SGH award means that a recipient LGU has religiously complied with all the provisions of the Anti-Red Tape Act as well as the Full Disclosure Policy of the DILG with regard to project implementation and financial transactions.
