Aquino urged to review “system error”

CITY OF SAN FERNANDO – Some local chief executives in the province agreed that an error in the system employed by the National Government has been delaying rehabilitation of priority projects in the province.

Mayor Jerry Pelayo, Pampanga Mayors’ League president, urged President Benigno Aquino III through a letter addressed to Department of Interior and Local Government Secretary Jesse Robredo, to review laws on the implementation of infrastructure projects funded by the National Government but carried out through the representatives.

“Congresswoman Dr. Anna York Bondoc-Sagum did not even attend summits or meetings previously led by various local chief executives regarding disaster prevention and mitigation, yet they are given full authority to decide on the matter,” Pelayo lamented.


“Ngayon sila ang magdedesisyon kung ano ang gagawin samantalang kaming mga mayor ang gumagawa ng paraan para iligtas ang aming kababayan,” Pelayo added.

He said mayors are always blamed whenever there are lapses and unfortunate occurrences during calamities.

“What the people don’t know is that infrastructure projects are beyond our capabilities and are left solely on the discretion of the congressmen,” he said.

“We rely heavily on our congressmen to finance and implement these projects,” Pelayo added.

He said the problem on the system is that everything takes too long to finish, thus ending up being unfinished or undone. He said mayors could not act on these projects themselves for all they could do is recommend and hope that congressmen would act on the project immediately.

“To this I agree, we were never consulted and our voices were never heard with regards to infrastructure projects implementation,” San Simon Mayor Leonora Wong pointed out.

Other mayors in the fourth district joining Pelayo and Wong in the meeting were Mayor Jun Tetangco, (Apalit) Mayor Annette Balgan (Macabebe), and Mayor Arturo Naguit (Minalin).
