PWD seeks rights office help on non-renewal of contract

A PERSON with disability (PWD), who was a former casual employee of the City Government of San Fernando, sought help from the Commission on Human Rights (CHR) after he was served a letter ending his appointment.
Raymond Sagum, in his July 30 letter, asked the opinion of the CHR after his appointment was no longer renewed by Mayor Oscar Rodriguez. Sagum had been working for the City Government of San Fernando for the past eight years and was a former employee at the City Social Welfare and Development Office (CSWDO) Persons with Disability Section.
Sagum mentioned, in his letter, that he was assigned to emcee a livelihood training program for the city’s PWDs.
During the said event, former city mayor Reynaldo Aquino and his team, who are gunning for elective seats here in 2013, made a sudden surprise and were acknowledged by Sagum.
Another source told Sun.Star Pampanga that Sagum even allowed Aquino to take the floor, to the displeasure of city officials. Aquino is running against Rodriguez’s appointed tandem of Vice Mayor Edwin Santiago and councilor Renato Agustin, who is running for mayor and vice mayor of the city, respectively in 2013.
Sagum said he was asked by City Administrator Ferdinand Caylao to explain his side of the said incident.
Caylao, in an interview with Sun.Star Pampanga, said there was nothing irregular on the non-renewal of Sagum’s employment. He said it is the prerogative of the City Government to renew or discontinue the contracts of casual workers. He added that the decision not to renew Sagum was based on administrative judgment.
He added that he made it clear to Sagum that he felt the latter’s actions seemed to reflect partisan politics which shouldn’t be the case with city government employees. He said employees have the right to choose their elected officials but should be impartial when dispensing official duties as city employees.
Caylao said that he has forwarded the concern of Sagum to the City Human Resources Office. (Ian Ocampo Flora)
