Lazatin: Pampanga college bill for approval-A A +A

ANGELES CITY -- House Bill (HB) 4450, the proposal that seeks to convert Pampanga Agricultural College (PAC) into a State University is now set for approval, said its author Representative Carmelo Lazatin (Pampanga, first district) said.
Lazatin said the bill is expected to be passed once sessions in Congress resume this January.
In his letter, Senator Edgardo Angara, who authored the Senate counterpart of the bill with Senator Franklin Drilon, informed Lazatin that the bill is already in the plenary and ready for approval.
Once HB 4450 is approved, PAC will be named Diosdado Macapagal Agriculture and Science State University (DMASSU) and will be given academic freedom and institutional autonomy.
Under the bill, DMASSU will undertake research, extension services and production activities while providing progressive leadership in its areas of specialization, in support of the development of the Province of Pampanga.
The bill also allows DMASSU to offer undergraduate and graduate courses in the fields of agriculture, arts and sciences, teacher education, industrial technology and engineering, information technology, business management and accountancy, tourism, health services and other courses within its areas of specialization and according to its capabilities.
DMASSU will provide advanced education, higher technological, professional instruction and training in the fields of agriculture, arts and sciences, teacher education, industrial technology and engineering, information technology, business management and accountancy, nontraditional courses and other relevant fields of study.
DMASSU will be granted with the general powers of a corporation and its administration and exercise of corporate powers will be delegated exclusively to the Board of Regents and the President of the University.
The Board of Regents shall be composed of the Chairperson of the Commission on Higher Education (Ched) as chairperson and the university president as Vice Chairperson.
The board will have as members chairperson of the Senate Committee on Education, Arts and Culture of the Senate, Chairperson of the House Committee on Higher and Technical Education, the Regional Director of the National Economic and Development Authority, the Regional Director of the Department of Agriculture, the president of the federation of faculty associations of DMASSU, the president of the federation of student councils of the university, the President of the federation of alumni associations of the university, and two prominent citizens from the private sector who have distinguished themselves in their profession or fields of specialization of the university.
HB 4450 was co-authored by Aurora Representative Edgardo "Sonny" Angara in the House of Representatives.
