City of San Fernando Council named best in region

CITY OF SAN FERNANDO – The City Council here was named "Most Outstanding Sangguniang Panlungsod" in the provincial and regional levels under the component city category for three consecutive terms.
The 4th City Council headed by Vice Mayor Edwin Santiago received the award from 2006, 2009 to 2012. It also received the Hall of Fame from the Department of Interior and Local Government (DILG) and the Philippine Councilors' League (PCL).
During the turnover rites at City Hall Monday, DILG Regional Director Florida Dijan said the City Council's effectiveness of the legislative agenda, tracking system, availability of legislative documents, efficiency of performance and quality of office set-up and staff complement led to the local legislative award.
Dijan said the City Council of San Fernando's landmark legislations like the Annual Investment Program, Comprehensive Development Plan, Revenue Code, Solid Waste Management Plan, Appropriation Ordinance, and the first-ever City Risk Reduction and Management Code in the country contributed to its exemplary performance.
Santiago expressed elation for the continuous winning streak of the Council.
"One of the keys that has brought upon this award is the harmonious relationship between the executive and legislative sector of San Fernando, together with Mayor Oscar Rodriguez. We work hand in hand for our vision for San Fernando to be a Habitat of Human Excellence. We consult the masses before we pass codes, ordinances and resolutions by conducting public hearings because we know for a fact that they will be affected in such cases," Santiago said.
The City Council has enacted a total of 202 ordinances and 1,262 resolutions.
