Maqlanque asks Pelayo: ‘Where’s the bulldozer?’-A A +A

CANDABA -- This town's Mayor Rene Maqlanque is asking about the whereabouts of a bulldozer lent by the Department of Public Works and Highways (DPWH) Central Luzon Office during the time of Mayor Jerry Pelayo.
The heavy equipment under question is a DPWH-owned Komatsu D85A-21 Bulldozer, listed with No. L1-1662 under the regional public works' memorandum of agreement with the municipality of Candaba.
Maglanque told Sun.Star Pampanga that he wrote a letter last January 8 to DPWH Regional Director Antonio V. Molano, Jr. requesting for a bulldozer for use in the rehabilitation of Malisik Dike in Barangays Barangca and Mapanique.
Maglanque said that he received a letter from Molano stating that “the DPWH-3 already issued a bulldozer to the municipality during the administration of Pelayo.”
On January 28, Maglanque said he wrote Molano informing him that “according to the report of General Services Officer Engr. Edgar B. Anicete, a Komatsu Bulldozer was not among the equipments turned over and accounted for during the turn-over ceremony.”
“Nagpadala ng letter si Regional Director Molano kay Pelayo sa dalawa niyang address, isa sa Lanang at isa sa Paralaya. Hanggang ngayon wala pa ring naibabalik sa munisipyo ng Candaba”, he said.
Maqlanque said that for the past eight months as mayor, he “has not seen the equipment.”
“I am calling the attention of former Mayor Pelayo, kung itinatago mo man yung bulldozer ibalik mo naman. Nanungkulan ka din dito sa Candaba, alam mo kung ano ang problema ng mga tao dito. Ang ginagawa kong ito ay hindi para sa akin at hindi rin para sa munisipyo, kundi para sa maraming magsasaka na namumuhay dito,” said Maglanque, adding the former mayor has to explain where the bulldozer is.
‘It’s at Capitol’
Pelayo, however, hit back at Maqlanque and said that the alleged “missing” is in the possession of the Provincial Government.
"Unang-una, hindi nawawala ang bulldozer dahil nasa Kapitolyo yun. It just so happened that there was an emergency in our Provincial Capitol and Engr. Lulu (Alingcastre) borrowed it. Hindi nawawala yun at walang dahilan para kunin ko yun," he said.
He also said that he did not receive any letter from Molano regarding the "missing" bulldozer.
"Wala akong natanggap na letter. Hindi na ako nakatira sa Candaba. Nasa Manila na ako ngayon kaya hindi ko alam yung letter na sinasabi ni Molano. Kung talagang gusto nilang malaman kung nasaan yung equipment, sana tinawagan nila ako. Dapat diretsahan nila akong sinabihan tungkol dun. Sasabihin ko naman e!" said Pelayo.
He noted that he was neglected twice by Maglanque in his request for a turn-over of equipments, properties and assets in the spirit of transparency.
"For the record, dalawang beses akong nag-offer na magkaroon kami ng turn-over ni Maglanque pero dalawang beses din niya akong tinanggihan. E di sana noon pa lang nagkaliwanagan na kami. Hindi yung ngayon pa lang siya nagtatanong. Puro paratang lang naman siya," Pelayo said. (Kristine Venet Q. Andal)
