Mayor: Missing bulldozer not at Capitol

CITY OF SAN FERNANDO -- The search for the alleged "missing" bulldozer continues and the exchange of brickbats rages on as incumbent Candaba Mayor Rene Maglanque on Wednesday accused former Mayor Jerry Pelayo of "lying" regarding the whereabouts of the heavy equipment issued to the Municipality of Candaba by the Department of Public Works and Highways (DPWH).

Two days ago, Maglanque assailed Pelayo for the DPWH-owned Komatsu D85A-21 Bulldozer, listed with No. L1-1662 under the regional public works' memorandum of agreement with the municipality of Candaba, asking him to return the equipment as it was needed by farmers for their irrigation and other desilting operations.

Whereabouts of DPWH bulldozer questioned

Pelayo however said that the bulldozer is in the possession of the Provincial Government, as it was borrowed then by former Provincial Disaster Risk Reduction and Management Officer Engr. Lulu Alingcastre during an emergency operation years ago. He also advised Maglanque to help find some P85 million for Masantol town, which is part of the missing P900 million Malampaya funds.

Maglanque said: "Nakausap ko ang General Services Office at ayon sa kanila, wala daw pinapahiram sa kanila si Pelayo. Kaya naman panawagan ko kay Mayor Pelayo, kung papunta pa lang sa Provincial Engineer’s Office ang bulldozer, idiretso mo na sa Candaba."

"Wala siyang karapatan na ipahiram yun, dahil hiniram lang din niya yun sa DPWH. Wala na siyang karapatan dahil hindi na siya mayor. Hihintayin namin na ibalik niya, wag yung puro pagdedepensa ang ginagawa niya," he added.

Pelayo, however, insisted that he did not receive any letter from DPWH Regional Director Antonio Molano, Jr. asking for the whereabouts of the bulldozer.

"Kung talagang interesado silang mahanap at makita yun, dapat tinawagan na lang nila ako. Meron naman akong telepono para matawagan ni Maglanque at Molano. Hindi yung sa media pa sila lalapit para makuha lang yung gusto nila. Halatang iba ang gusto nilang mangyari. Hindi naman talaga sila naghahanap ng bulldozer eh. Naghahanap lang sila ng kasiraan sa akin. Pero kaya kong patunayan na malinis ang panunungkulan ko," he said.

‘Look for missing P900-M funds instead'

Pelayo also pointed to Maglanque’s alleged involvement in the Malampaya Fund Scam.

“Yun din naman na mahilig siyang maghanap ng nawawala, eh di sana tumulong siyang hanapin yung P900 million na nawawala sa Malampaya Fund at P85 million yung nawawalang pondo para sa Masantol. Hindi ba gusto niya ng daang matuwid? Dapat yun ang hanapin niya. “Yang ginagawa ni Maglanque na paninira sa akin, sign of insecurity yan eh. Insecure lang siya kay John Lloyd (Pelayo used ‘John Lloyd ng 4th District’ in the campaign for the 2013 May polls),” he said.

“Kung talagang gusto talaga ni Maglanque na umunlad ang Candaba, pwede naman kaming magtulungan. Handa naman akong tumulong at isantabi ang isyu ng politika. Basta sabihin lang niya kung kailangan niya ang tulong ko, handa akong tumulong kahit anong oras,” ended Pelayo. (Kristine Venet Q. Andal)
