Congress okays Clark airport conversion

CITY OF SAN FERNANDO -- The proposal of Pampanga Representative Joseller Guiao (first district) to convert the Clark International Airport Corporation (CIAC) into an “authority” was approved over the weekend by the House of Representatives’ Committees on Transportation and Privatization and Government Enterprises.

House Bill 321, otherwise known as the “Conversion of CIAC into an authority,” was among the first proposals filed by Guiao in July 2013.

“The concerned committees also constituted a technical working group to fine tune the bill,” Guiao told Sun.Star Pampanga.

Once converted into an authority, CIAC will have its own charter that will be beneficial to Kapampangans and the entire Central Luzon region, Guiao said.

“It simply means that CIAC as an authority can have more room for improvement and expansion of its programs, including the inclusion of the P7.2-billion in the line-item budget of the Department of Transportation and Communications) for the construction of an international terminal at Clark International Airport,” he said.

Guiao said the construction of the new terminal building would eventually increase the capacity of Clark airport from 10 to 15 million passengers annually, increasing its volume to 10 times its present capacity which at present stands at a little more than one million.

The congressman added that the conversion would ultimately redound to Clark Freeport becoming an international gateway. Earlier, he led the convergence of stakeholders where a roadmap for the development of the Freeport was charted. (JTD)
