Barangay head: Village execs may carry guns in hot pursuit

ANGELES CITY -- "Barangay executives may carry firearms during hot pursuit operations."

This was the statement of Barangay Balibago chairman Rodelio "Tony" Mamac in response to a published photograph of the village official carrying a long firearm while manning traffic along the national highway on Monday.

Mamac said he and other barangay officials responded to a robbery incident where a couple were shot and robbed robbers riding motorcycles.

The village chief cited Chapter 3 Section 389 15 (B) of the Local Government Code (LGC) which allows a barangay executive to carry firearms in emergency situations.

"In the performance of his peace and order functions, the punong barangay shall be entitled to possess and carry the necessary firearm within his territorial jurisdiction, subject to appropriate rules and regulations" the provision in the LGC states.

A concerned citizen reported to Mamac that a robbery is in progress at the Abacan area.

The same informant alerted Mamac that the suspects on board two motorcycles shot one of the victims and they were heading the North direction.

Mamac said he immediately led barangay peace keepers and established a blockade in front of the Johnnys Supermarket singling out on motorcycles.

"Kailangan po nating magdala ng baril dahil may mga baril po yung nang-hold up ng mag-asawa sa Abacan bridge," Mamac said.

The suspects were later apprehended by elements of the Police Station 4 at the Diamond subdivision with the victims’ bag containing P220,000.
