Guv wants stronger child care program-A A +A

CITY OF SAN FERNANDO – Pampanga Governor Lilia Pineda recently convened 629 child development service providers at the Bren Z. Guiao Convention Center here in an effort to strengthen the early child care and development programs in the province.
Pineda hopes to boost the physical and mental development of Kapampangan young children by providing health care workers with updated laws governing child care.
The governor, in a statement, said the Provincial Government in partnership with the Department of Health, Department of Social Welfare and Development, Department of Education (DepEd), and Commission on Higher Education wants to strengthen the comprehensive and integrated delivery of health, nutrition, early education, and social services development programs for young children aged zero to four years or even up to eight years old children.
Elizabeth Baybayan, head of the provincial social welfare and development (PSWD), said the Provincial Government is fully implementing the early child care and development act in Pampanga through the promotion of the rights of the children to survival and their development and special protection with full recognition of the nature of childhood.
Baybayan said the Provincial Government recognizes the age from zero to eight years as the first crucial stage of educational development of which the age from zero to four years shall be the responsibility of the Early Childhood Care and Development Council in the province.
Charlo Costales, a social worker by profession said the responsibility to help develop children in the formative years between five to eight years old shall be with the DepEd.
"It is the duty and responsibility of the child development service workers to prepare the children for the formal education. So, it is not their obligation to teach the children the basic education being taught in public and private elementary schools. All they have to do is to prepare the physical and mental development of the children when in day care centers," he said.
