Guv eyes fund transfer from DPWH to Capitol

CITY OF SAN FERNANDO -- In a bid to fast track the payment of claims of residents in Lubao, Pampanga who were affected by the road widening of the Sta. Cruz, Lubao-Dinalupihan Section, Governor Lilia Pineda proposed on Friday to officials of the Department of Public Works and Highway (DPWH) to transfer the intended funds to the provincial government.

This came as hundreds of affected residents and even officials of DPWH brought the issue to the attention of the governor for her speedy intervention.

The affected residents lamented that they have long been waiting for the payment of their affected lots and structures since 2012 but to no avail.

In a meeting, the governor told the concerned DPWH officials led by Engr. Juanito Reguyal to allow her office and the offices of the Provincial Assessor and Lubao Municipal Assessor to assist in the processing of the documents of the claimants.

The governor said upon completion of the required documents, these will be submitted in bulk to DPWH higher-ups for proper and speedy disposition.

However, with the approval of the DPWH officials, the Provincial Government will enter into a memorandum of agreement with regard to the fund transfer proposed by the Provincial Government.

"Kung may MOA kami ng DPWH at papayagan nila kaming kumilos para matulungan kayo na mapabilis ang pag-poproseso at pagkukumpleto ng inyong mga dokumento at hayaan nilang maitransfer sa Kapitolyo ang pambayad ay mabilis kayong mababayaran," the governor said.

After two years of failed transactions and processing of payments, the governor maintained that this is not the time for blaming and finger pointing but rather, is a high time for cooperation and understanding.
Hence, she asked the cooperation of the DPWH and the affected residents of Lubao to come up with a solution to this emerging problem.

However, with the so many procedures and requirements needed for the payment of lots, the governor suggested that the DPWH should initially pay for the affected structures, seconded by the claimants.

The affected barangays for the road widening projects of the DPWH in Lubao town include Sto. Nino, San Roque Arbol, Lourdes, San Isidro, Sta Cruz, among others.

Based on the records of the DPWH, only Sta. Cruz has completed its documents, while the rest of the barangays are still completing their documents which was opposed by the residents claiming that they have already passed their complete documents.

The governor said the province and the Municipal Government will take over the completion of papers and assured that she will do everything within her power for the speedy disposition of this non-payment issue on road widening in Lubao town.

It was learned that the National Government is working for the completion of the P590.85 million Sta. Cruz, Lubao-Dinalupihan Section of the Gapan-San Fernando-Olongapo Road Project Phase II, consisting of P485.4 million from loan proceeds from the Korean Economic Development Cooperation Fund and a P105.42-million counterpart.
