Tapang: Designate municipal disaster, environment officers-A A +A

CLARK FREEPORT – Pampanga Board Member Mike Tapang reiterated his call to officials of municipalities in the province to create permanent positions for their respective disaster and environment officers.
Tapang, president of the Philippine Councilors League (PCL) Pampanga Chapter, said that they passed a resolution during a recent convention at the Oxford Hotel here to support this move.
"We passed a resolution, during our convention, for every municipality for the creation of disaster and risk reduction officer and environment and natural resources officer para hindi na po siya co-terminus sa mga mayor," Tapang said.
The positions of municipal and city disaster and environment officers should be permanent in status, said Tapang.
"Kasi tine-train po nila yan, unfortunately pagdating ng bagong mayor iba na naman ang DRRMO at environment officer," he said.
Governor Lilia Pineda has asked the councilors in the province to anchor their respective disaster preparedness plan on climate change.
The governor said that the disaster preparedness plan of cities and towns in the province should be completed.
"E 'ya masyadung perfect itang karelang disaster preparedness. Atin la pin ordinansa pero e’ya kumpletu. Ing implementation, e’ ya magagawa. Ala lang master plan a maka-adapt keng climate change (Their disaster preparedness is not perfect. They have ordinances but they are not complete. It is not being implemented. They have no master plan that is adapted on climate change)," Pineda said.
She also asked the councilors to help the Provincial Government in its program on solid waste management.
Barangay officials fail to monitor their respective waste management programs, said Pineda.
"Alang mag-monitor kareng kapitan da e, kareng barangay officials. So nung busy ya ing mayor, dapat ing vice mayor o ing Sangguniang Bayan dapat makipa-coordinate ya kareng barangay officials ban [kanita] milako ing problema keng solid waste (No barangay official is doing the monitoring. So if the mayor is busy, it should be the vice-mayor or the Municipal Council who should coordinate with barangay officials so we can do away with the problem on solid waste management)," the governor said.
