CAMP OLIVAS, Pampanga -- Police Regional Office (PRO)-Central Luzon Amador Corpus announced on Wednesday, September 13, that a case will be filed against the two members of Magalang Municipal Police Station for allegedly extorting money to settle a drug-related case.
Senior Police Officer 1 Jessie Lopez and Police Senior Inspector Philipp Pelle will face charges for the violation of Article 293 of the Revised Penal Code (Robbery Extortion) after the two police officers demanded P30,000 as settlement for the illegal drug case filed against a certain Roel Guinto Canlapan.
An entrapment operation was launched after Canlapan's wife, Maricar Tapnio, reported to authorities that Lopez and Pelle, who both assigned at the Magalang Police Station, demanded money for the settlement of the case.
Operatives of the Pampanga Police Provincial Office and personnel of Provincial Public Safety Company arrested Lopez in Barangay San Nicolas 1, Magalang, Pampanga, on September 12.
Seized from the possession of Lopez were the P30,000 marked money, two units cellular phones and his service firearm of SPO1 Lopez described as a Norinco Caliber .45 with magazine and 11 pieces of ammunition.
Pelle, meanwhile, who was nowhere to be found during the police operation, will also be charged with robbery extortion.
Corpus immediately ordered the relief of Magalang Chief of Police, Police Superintendent Al Cabauatan as a matter of standard operating procedure of the PNP on the relief and reassignment of unit commanders while an in-depth probe is being conducted by PRO-Central Luzon.
“This move of filing charges, disciplining and dismissing erring police personnel shows efforts of the PNP in removing bad eggs in the police force, and that the rule of law does not distinguish rank, position or popularity whether victim or respondent in the PNP organization. This is a clear manifestation of our keen determination to remove misfits among the ranks of our organization,” Corpus further remarked. (PR)
