Limlingan: Pelco 1's (Another) Proof of Excellence

OF ALL the power cooperatives I know, I deeply admire the management of the Pampanga Electric Cooperative 1 (Pelco 1) for bagging not just one or two awards for various achievements in different fields for the past years.
The latest is not an award but proof of being an achiever and an innovator of management of personnel and quality services it renders to the consuming public.

It has been chosen to display for the Performance Governance System (PGS) Boot Camp of the Institute for Solidarity in Asia or the ISA. Being chosen among the many is already a feat that the electric cooperative and its members can truly be proud of.
ISA Associates from the Philippine Navy, the Philippine National Police and local government units from different parts of the country visited and observed the best practices of PELCO 1 last week in relation to their Boot Camp activities dubbed as "Lighting the Way to PGS Success".
Leading the pack of observers was ISA President Francisco Ezmeindi, Jr., who was delighted for being given the chance to observe the electric cooperative's best practices in terms of administration and a gamut of innovations aimed at continuously improving PELCO 1's services to consumers.
It was chosen and recommended by the National Electrification Administration (NEA) to host the delegates of the ISA without any reason.
Edita Bueno of the NEA said that it was chosen among the country's top electric cooperatives because of Pelco 1's multi-awarded status and best practices among power distributors. Of course the NEA would only choose the best for the ISA.
As a member-consumer of Pelco 1, I have witnessed the transformation it has dealt with through the passage of time. I give credit to all the innovations to its General Manager, Engr. Loliano Allas. GM, as he was fondly called, is an innovator himself. He has the great managerial skills that can make an oasis in the middle of a desert.
GM Allas, being the captain of Pelco 1, has steered his ship towards excellence.
His management style is laudable. For him, achieving something is the legwork of all the employees under his command. He is a great coach who develops team players and performers within his chain. He considers the role of everyone as equally important as his, while involving others in keeping the cooperative within great heights of success.
Pelco 1 has metamorphosed from a lowly and unknown electric cooperative to a world-class electric power facility. Gone were the days when Pelco 1 was bereft of even the basic equipment and devices of an electric power provider.
Pelco 1's main office, located at Barangay Sto. Domingo in Mexico town, is a show window itself for the transformation it has undergone for the past years since GM Allas assumed his stewardship. I was once invited by GM Allas a couple of years ago for a cup of coffee in his office and was surprised to see how orderly and clean the cooperative's office is per se. I can compare the main building to those at the Makati Business District. The surroundings are well-arranged complemented by a nice landscape.
During our brief chat, I've learned from the low-keyed, low-profiled General Manager that everything was done with the cooperation of employees of Pelco 1. I admire GM Allas for he shares the credit with his subordinates, giving it to whom it is due.
Of course, there will be no good followers without a good leader. No wonder why Pelco 1 continues to soar high with all its successes and achievements as an electric cooperative.
Meanwhile, ISA President Ezmeindi was inspired with the innovations that Pelco 1 has shared to the ISA delegates. He was thankful for the learning process that this world-class electric cooperative has shared.
Congratulations GM and to the employees and staff of Pelco 1 for giving out another proof of your excellence. As a consumer, I am truly proud of what you have achieved and still to achieve in the coming years ahead. Keep up the good work.
