Editorial: City Hall anomalies-A A +A

OFFICIALLY, they are not "possible" but actual anomalies.
That's what the report of the Committee on Good Government, Ethics and Public Accountability really and clearly revealed following the conclusion of its investigation of the financial condition of the City of San Fernando.
The subject of the report was the "questionable" use and misuse of public funds in the actual purchase of supplies from 2012 to 2013. It also added the blatant disregard of controls and procedures and gross negligence in the performance of official duties.
The report also cited as risk factors the "continued significant build-up" of materials and suppliers inventory through the questionable use and misuse of funds. In this regard, the report highlighted the unusually high increase of inventory to nearly 1,000 percent at the end of the first semester of 2013 alone, equivalent to about P140 million as compared to the 2011 balance.
It is interesting to note that the increase took place during the 2013 election campaign.
Despite the huge inventory, some P19 million worth of new materials and supplies are scheduled for purchase this year, a move that is viewed as another evidence of questionable use of funds.
The report also noted that there was discrepancy in the records of inventory of the city accountant and the city general services that showed P131 million worth of apparently missing goods.
And here's the tragic or funny part of it all: city hall lacks office supplies, barangays request for water pumps and land fillings are not met, while health centers complain of the lack of medicines and other health supplies.
Where did the supplies or money go? The next logical step should be to find the answer.
The report was signed by Councilors Lito Ocampo, the committee chair, Noel Tulabut and Ralph Dein Henson, whose findings are rather surprising for a city government that has prided itself as a model in good governance.
The report has cast a very serious doubt on that image or claim.
