HOW do you manage to be successful both in your career and family?
“Simple. Time Management,” Ms. Avelina L. Lagman, the City Incumbent Secretary to the Sangguniang Panlungsod curtly replied.
Excellence has been the hallmark of Ms. Lagman’s studies. In 1974, she graduated as Salutatorian from the Pasig Elementary School, Candaba, Pampanga. She was a campus figure at the Angeles University Foundation (AUF) as an AB Mass Communication student. She was listed as a consistent President’s Scholar for 1978-1982. She was the Journalism Awardee upon her graduation in 1982.
Grass does not grow on her path. Even if she was already employed, she enrolled at the University of Sto. Tomas, AUF and University of Makati for her Masteral degrees. She has completed the academic requirements.

In 1994, journalism loss became the city hall’s gain when she decided to work as a Legislative Staff Officer V.
In 2007, she was promoted to be the Secretary to the Sangguniang Panlungsod which she holds up to the present.
Ms. Lagman is an expert in the job that she performs. After ten (10) years, Ms. Lagman’s knowledge of local government is at her fingertips. She helped codify the ordinances of the city. She keeps a complete record of legislative acts. If the style of the documents thereat is impeccable, credit goes to the Secretary who happens to be Ms. Lagman.
Almost all Vice Mayors and Councilors where she has worked with have good words for the Secretary.
Ms. Lagman is happily married to P/SUPT Felixberto P. Lagman (Retired). They have three (3) children namely: Jayelle, Joselito, Jr. and Joel Ryan.
