Mabalacat City: At the Threshold of Development

WITH the City Poverty Reduction Action Plan in place, the officials of this new city are ready to welcome development trends to ensure that the goals previously set are met and targets are achieved.

The ambitious project which aims to at least reduce poverty incidence or the stigma of it is programmed to make its presence felt by year 2015 yet but the same officials are optimistic that it could come earlier.

One year into the induction of Mabalacat City into the League of Cities (the plebiscite being held last July 24, 2012), the officials led by the resourceful Mayor Boking Morales, are optimistic that with Clark Freeport spilling over its growth into its immediate neighbor, however modest, would serve to propel Mabalacat City into one enviable place to settle and invest in.

The stakeholders are ready to be tapped in the development of the northern portion of the city. Hausland Development Corporation is in serious talks with informal settlers before it embarks on a massive housing project within a 75-hectare property. More investors are expected to follow the lead of Hausland.

Mayor Morales is also initiating talks with Hans Sy of the SM group to convince the latter to open SM branches in Dau and in the planned central business district in Tabun. Following the SM lead, more investors are expected to flock in.

With the scarcity of business sites inside the Clark Freeport Zone, Mayor Boking hopes to make this part of the CBD as an ideal extension of the freeport zone. By next year expect the stakeholders to make Mabalacat City their next important business address.


In a related development, a joint resolution by Mabalacat City, Bamban and Capas both of Tarlac, was expected to be passed asking Bases Conversion Development Authority the Clark Development Corporation and other national agencies to provide funds expeditiously for the construction of a Clark north interconnecting ramp from Barangay Dolores in Mabalacat City to Panday Pira road at the Freeport zone. The resolution cites that traffic congestion in MacArthur Highway, Mabalacat City and the Mabalacat-Clark gate will be considerably reduced and that Mabalacat City and Bamban and Capas in Tarlac enjoy parallel development with Clark. The interconnecting ramp will become an important infrastructure.


On December 10, 2013, the City Government of Mabalacat thru its Tourism Office and the 600th Air Base Wing, Philippine Air Force, will hold the 7th commemoration of the heroism of Capt. Colin P. Kelley, Jr. and the "bombing of Clark Field" at the Kelly Theater Grounds, Clark Air Base. This is an important activity for Mabalacat City.
