The Scout Matalim Class 2013-05

A FEW days before the year ended, I was invited to attend the induction ceremonies of the officers of the Philippine National Police PNP Scout Matalim Class 2013-05, their socialization and activity that could have been their Christmas Party and a respite from their rigorous mental and physical training at Camp Diosdado De Leon, Barangay San Felipe, in the City of San Fernando.

It’s been quite a long while since I’ve been at the camp, which was once the home of the special units of the defunct Philippine Constabulary during the turbulent periods of the yesteryears.

The camp is the home of the Pampanga Provincial Public Safety Company under the command of Police Superintendent Bernardo Perez, the Company Commander.

Camp De Leon has undergone various changes in terms of its structures, facilities and even its grounds’ height. Since the camp is perennially flooded, it has been elevated with tons of filling materials to address inundation especially its parade grounds.

There is now a newly constructed administration building that was constructed through the provincial government’s help. More improvements and developments are in the offing, brought about by the able and dynamic leadership of Police Superintendent Perez, who has proven himself as a righteous and a true leader in his past assignments.

The Scout which stands for Special Counter-Insurgency Operation Unit Training (PNP Modified Scout), is a comprehensive training of PNP personnel on various subject matters such as on combat tactics, close-quarter battles, jungle survival, marksmanship, leadership skills among others.

Search and rescue, which is taught on disaster preparedness courses, is also a part of the modules taught in the training. In fact, the trainees are undergoing Water Search and Rescue (WASAR) training at present. The WASAR is a proper and fitting training for a province that is often visited by typhoons and floods.

The 100 personnel-trainees who have already undergone lectures and actual training continuously prove themselves as worthy warriors who can adapt themselves to any police operational situations.

They are trained not to become war machines but useful elements of the police organization especially during critical moments that require operational skills and the application of specialized police actions.
The Matalim class 2013-05, while still on training, is now equipped with the ability and proficiency to combat crimes that will help in the maintenance of peace and order in the province.

What they have learned further in the SCOUT training will arm them not with guns but with the capability to fight the enemy and protect the citizenry as they pursue their respective police careers.

As SCOUT trainees, they will exemplify not to become mere plain policemen but as police leaders who can face challenges while in their pursuit to protect citizens from lawless elements. They are now adept at performing tasks of peacekeeping and other duties.

Before the first month of the year ends, the class will be graduating from their training and start embarking on a new page of their police career. As SCOUT-trained law enforcers, they are expected to perform not only in counter-insurgency operations but also in other police duties.

I was saddened by the recent information that our current editor-in-chief Ria de Fiesta will be leaving SSP soon. She will be joining a bigger media firm for her career advancement as a media practitioner.
Aside from being our editorial boss, she is also a friend who is so serious with our jobs but funny too during lighter moments. I thank her for the time we have worked with her. I wish her luck and all the best she can get in her new found employment.
