BM Yabut’s support to RA 9003

THERE’S no stopping Pampanga Fourth District Board Member Ricardo Yabut from stopping the proliferation of garbage in the province despite the seemingly lukewarm adherence to the law of many Filipinos including Kapampangans.

Despite the passage of RA 9003 otherwise known as the Solid Waste Management Act of 2000, the proper disposal of garbage remains a persistent problem that we need to be aware of.

Just like many other laws, the problem lies not in the law itself but in its implementation. While many are aware that such law do exists, there has not been much submission to it as people continue to indiscriminately throw garbage anywhere.

Prompted by the acts of ignoring the law perhaps prompted BM Yabut of sponsoring an ordinance in the Provincial Board that provides more teeth to the law and instill awareness to the public on the implications of it.

The ordinance prohibits littering, dumping and throwing of garbage not only in waterways such as rivers and canals but everywhere as well. It likewise requires owners or occupants of residential buildings and commercial establishments whether public or private to regularly clean their surroundings or suffer the penalties provided for in the proposed ordinance.

BM Yabut said that his proposal is in support of RA 9003 and with the ordinance in effect, it can be given more attention and importance and that more people will be more aware to garbage disposal concerns.

For many observers, nothing has changed so much since the effectivity of the national law except the tremendous increase in the volume of garbage collected in many parts of the country.

Raising the consciousness and awareness of the law and the ordinance will make people realize that everyone is duty-bound to be responsible in throwing garbage as part of preserving and maintaining the environment.

The sight of garbage is not new to us as people continue to generate and dispose of garbage carelessly.

The provincial government meanwhile has never stopped too in addressing the garbage problem in Pampanga as it continuously provide assistance and measures to local government units that helps in providing solutions to garbage.

The capitol leadership under Governor Lilia Pineda is continuously providing assistance to municipalities and cities such as the provision of garbage trucks and the establishments of material recovery facilities or MRFs in various communities.

Solving the garbage problem has become one of the most expensive concerns of many localities since the collection and disposal of such entail expenses. Although garbage generation and its disposal cannot actually be avoided, the volume of garbage meanwhile can be reduced through segregation.

Reducing the volume of garbage is reducing the problem. The government and environmental groups are encouraging households and establishments to practice recycling in order to lessen garbage volume.

Plastic is one form of garbage that is difficult to dispose of and greatly pose danger and damage to the environment as it is generally non-biodegradable. In its many forms, it is the kind that clogs our canals and waterways thus contributing to the flooding problems in many municipalities.

Speaking of plastics, BM Yabut is the author of the “Walang Plastikan” ordinance of the province that requires commercial establishments to refrain from using plastic in their businesses for a day.
