Preparedness is the virtue of those who shape their destiny.

Good things just do not come to those who would not work for them. Even the lotto or jueteng afficionado strives hard to study the salida’y bola before placing his bets.

Pampanga lawyers predict that Angeles RTC Judge Angelica Paras Quiambao, for instance, will be a seeded candidate for the Court of Appeals anytime soon.

Judge Angie, certainly, is headed to the Appellate Court by reason of her achievements, the results of arduous preparation and distinguished government service.

The Supreme Court, through the Society for Judicial Excellence had recently conferred the Chief Justice Jose Abad Santos 2013 Excellence Awards to the lady judge.

The High Court cited her distinction for a quarter century of remarkable service in government. This included rendering free legal service to indigent clients at the then Citizen’s Legal Assistance Office, forerunner of the Public Attorney’s Office of the DOJ (1988-1993). Appointed as judge of the Clark Field municipal trial court in l993 she was promoted to the Regional Trial Court in 2001.

As executive judge of RTC Angeles City (2007-2010) reforms were made in the raffle procedures while she steered court personnel to perform their duties with devotion, discipline and honesty.

A highly methodical person, she is known for her administrative and management skills. She holds hearings daily. Mondays are allotted for detention prisoners, Tuesdays for cases which do not need lawyers’ presence’, Wednesdays for cases for judicial dispute resolution; Thursdays for civil and criminal cases, and Fridays for sensitive cases such as rape and sexual assault.

Conferred on the comely and sagacious Portia were Top Performer award by the Citizens Legal Assistance Office; Best Written Decision award from the Philippine Women Judges Association; Acknowledgment of Rendition of Gender Sensitive by the Gender Justice Awards, Public Service Award from Radio Broadcast Media, and Gintong Sikap Award from the Angeles City Lawyers League.

She graduated with a Mass Communications (major in Com Research) degree from the UP (1982) and finished her law studies at the Ateneo University as dean’s lister (1992).

The Judicial Excellence Awards is conferred to honor members of the judiciary “with proven integrity, dedication, and commitment to public service and the rule of law.”

On the bench Judge Angie’s stern, cold, and detached mien may intimidate the litigants and the lawyers’, too. Family friends who know her up close confirm her amiable, loveable, and cheerful personality.

Despite her long hours in her Branch 59 sala and the volume of documents she pours her time in, the Judge has great parenting skills, according to her loving and devoted spouse lawyer Enrico Quiambao.

One outstanding virtue Atty. Rico finds in his wife is her uncanny ability to read a person’s mind. “She can seize you up and quickly determines if you are lying,” he said.
