THIS is an unsolicited piece. It was written so the authorities would know of who is deserving recognition or a much-deserved citation.

She has been in government service, in education for a total of forty (40) years now. Starting as a volunteer for one year at Mabiga Elementary school immediately following her finishing her Bachelor of Elementary Education degree, she waited for the release of results of licensure exams.

After being licensed as a teacher, she rose to the top, so to speak. From a classroom teacher, she persevered until she became an elementary school principal, always known for her probity and straighforwardness. Except for a stint at Sto. Tomas Pampanga, all her teaching and administrative experiences were spent in her hometown Mabalacat.

Rising to become Schools Supervisor, Mrs. Carmelita P. Sotto, the better half of City Councilor Eddie Sotto, has occupied all the districts in the City: North, East and South and has facilitated the opening of various elementary and primary schools like in sitios Haduan and Kalapi, the upland schools hitherto unknown but whose pupils needed a school to promote their literacy. She plans to open more given the site for the schools.

She, with the support of City Mayor Marino "Boking" Morales, helped in the establishment of the City Division office of the Department of Mabalacat. This office is headed by an able administrator Dr. Nicolas T. Capulong as the Division Superintendent.

Based at Mabalacat South District, Mely, as she is fondly called by friends and family, is introducing innovations to better give the pupils the enjoyment of subjects, like Science, which is considered difficult to teach by many but which, with the innovation by Mely made the teaching of Science easy and enjoyable.

Mrs. Sotto holds a Master's degree and has substantial doctoral units to prop her up the ladder of promotion. She plans to finish her doctorate before 2016 when she turns 65. She is a devoted wife to the city councilor and a doting mother on three grown-up children Eunice, Eugene and Eubert and grandchildren.

A dedicated worker and a disciplined administrator, Mrs. Carmelita P. Sotto is a valuable asset to the government. She has a slew of awards, certificates of completion both here and abroad but she dreams of being awarded the Most Outstanding Kapampangan Award, if a responsible City official nominates her.

It would complete her service files, she says.
