ONE OF THE interventions the Department of Labor and Employment (DOLE) devised to alleviate poverty is the TUPAD, or the Tulong Pangkabuhayan para sa Disadvantaged or Displaced Workers.

In an afternoon briefing at the Pampanga Provincial field office last May 20, resource persons laid out the mechanics of this year's TUPAD program, which is "a community-based package of assistance that provides emergency employment for unemployed or underemployed, laid-off or terminated workers due to closure or retrenchment and self-employed that have lost their livelihood due to natural or man-made disasters'.

Representatives from the offices of Representatives Yeng Guiao and Gloria Macapagal Arroyo attended the briefing.

During the discussions, the salient points of the program were tackled like disability which refers to a physical, mental sensory impairment that substantially limits one or more psychological, physiological or anatomical function of an individual or activities of such individual.

Form were given out the attendees to be personally and correctly filled out during the survey which, hopefully, will start in June 2014.

The first district of Pampanga will service some 781 persons under the program.

There are two types of employment status: wage employment which is described as employment for a person who reports for work in an office or place of employer whether the position is permanent or temporary; while self employment is described as employment for a person who earns his/her income from doing an entrepreneurial or livelihood undertaking, whether labeled as backyard, micro, small or medium industry.

A skill, as defined in the handouts provided by the Field Office, is a proficiency, facility or dexterity that is acquired or developed through training or experience that allows an individual to carry out pre-determined results often with the minimum outlay of time, energy or both. Examples of domain-specific skills are plumbing, masonry, carpentry and welding.

The Department of Foreign Affairs Region 3 Director is now Atty. Noel Garcia who replaced Arturo Romua and Asec Charles Jose is now its spokesperson vice Raul Hernandez. This much I've learned from Zosimo Gasmin Jr., a media practitioner, who benefitted from the kind accommodation of these persons.

Head to head battle: Boking versus Garbo. The probable tussle in 2016 of Mabalacat City political heavyweights Mayor Marino "Boking" Morales and incumbent 1st district Board Member Crisostomo "Cris" Garbo will define the city's political landscape and alliances as both have command votes
from bailiwicks and traditional footholds. Cris is said to win convincingly in any position he sought, but this time, he may be in for a rude awakening. By any measure, Boking meets his every opponent based on his character and accomplishments.

Sources say Cris has a flawed character and lack accomplishments and there lies the winning point for Boking who is still eligible to run for two more terms, this according to prominent election lawyer, Romulo Makalintal.
