IMPLEMENTORS of the Disbursement Acceleration Program (DAP) cited their "good intention" as the guiding justification of the unconstitutional measure.
This concept of good intention is a classic, universal, and common reason to justify bad behavior and illegal acts.
Adam and Eve had their reason in eating of the forbidden fruit. She saw that the tree was good for food, it was pleasant to the eyes and shall make them "as gods, knowing good and evil."
Fraternities put the neophytes to a physical ordeal to determine their loyalty. They whack the students in wooden paddles till they lose consciousness. Proving loyalty is a good intent but the savagery used is the end result.
Marcos proclaimed martial law to save democracy and establish a New Society. The best of intentions poison our social life.
Thus, Malacanang reasons out that the DAP had undeniably yielded positive results that enhanced the economic welfare of the country. It overlooked the fact that the program also damaged the national economy by large scale plunder.
Consequently, the program had enriched members of Congress in acts of plunder. Congressmen and senators explained that the millions of pesos earned by way of kickback or outright theft benefited their constituents -- that is the good intention.
Every government thief has his good intention. Para sa bayan. But no one should demonstrate his power and avarice over his colleagues without arousing their envy and opposition who desire similar fortunes.
The people's indignation is actually their natural reaction to the three senators whose gargantuan loot demonstrates their bargaining skills and money-making superiority over the less dishonest Filipinos.
In Congress, the time-tested law of equality, broken and disregarded by the more acquisitive and greedy lawmakers, produced discord and protest. Sen. Miriam raised hell when she learned she got a smaller allowance than the other senators.
The Palace's good intentions with the DAP is not a reasonable justification to sequester and spend public money not intended for its legal purposes.
If President Noy, for instance, is driving his sports car to the limit in one of his joy rides to Hacienda Luisita and has run over a stray farmer-protester on the SCTEX, he cannot excuse himself by pleading that he is hurrying for a meeting in Malacanang.
Certain analysts opined that the creation and utilization of DAP funds were really intended for administration and Liberal Party matters which political objectives were placed above the law.
The Supreme Court has declared the DAP unconstitutional, and therefore, illegal. His critics denounced Budget Secretary Florencio Abad as "criminally negligent." This is not similar to a crime.
If, for instance Sec. Abad takes a small tot to the edge of a swimming pool and the wobbly child falls and drowns in the pool, it is not the same if he took the child in his arms and threw him to the water.
But the "criminally negligent" conduct of some government officials who are entrusted with the people's money is undeniably related to crime. It is a factor to unlocking the mystique of "good intentions" in relation to plunder.
The Sandiganbayan is not inclined to grant the request of former Pres. and Rep. Gloria Arroyo to attend the wedding anniversary of Bro. & Mrs. Mike Velarde July 18.
If she does not get her furlough, I am certain the Sandiganbayan will refuse it for health reasons. She might get overly tired and unnecessarily exhausted by the big bash which is not good for her present sickly and frail condition. But Mrs. Arroyo's excuse for attending the El Shaddai's healing session is precisely to help her condition by relieving her chronic depression.
This kind of reasoning shows the "good intentions" of both sides, praise the Lord!
