AT THE end of his likely and anticipated third term in office, City Mayor Ed Pamintuan would have set in place the setting of Angeles as a "most livable city."

The city in fact has been entered as Central Luzon's entry to the first ever national competition for urban planning in the country. The contest is dubbed the "Livable Cities Design Challenge."

If the three landed gentries in the city who own vast unutilized tracts of land would share in the vision of making their community a landmark destination, Pamintuan's dream of an ambitious and massive development project - the Abacan River Growth Corridor- would be a proximate reality.

"Their pride of place and pragmatic vision comprise the hope and optimism they will part a little of their landholdings for a worthy undertaking," the mayor commended the landed heirs.

The mayor envisioned the historic Abacan River as the city's major tourism spot, similar to the river Seine in Paris with its well-lighted and secured promenades, posh commercial establishments, hotel, convention hall, recreational facilities including sidewalk cafes and all-night bistros.

City officials have called on and are appealing for support from the big landowners. A minimal area of their idle property is required for the project.

"When the Growth Corridor, distinct by its tree-lined avenue and flower plants abounding the river bank, would have been completed, real estate prices along the stretch of Malabanias-Pulung Maragul would escalate," according to City Planning Officer Dave David. David and City Councilor Amos Rivera are the mayor's twin pillars in urban planning and shelter programs.

The Lazatins, Nepomucenos, and Sandicos who own the land property encompassing the growth corridor as well as in road improvement work would be the certain beneficiaries by way of windfall in estate prices, it was learned.

Pamintuan stressed that this single project is beyond politics as it will be the collective pride of the Angelenos in the years to come.
