Proposals before 2010 pushed



CITY OF SAN FERNANDO -- “Too many unread proposals. But there is enough time, I suppose.”

First District Board Member and congressman-wannabe Tarcicio Halili issued this statement Friday as he told Sun.Star that he will ask Pampanga Governor Eddie Panlilio to look into some proposed ordinances deemed beneficial for the province.

Halili and Panlilio for the first time engaged in discussions during a local TV program.

“I believe that we still have time before the elections to pass these proposals. Right now, I have asked my staff to gather all these and have them reviewed. In my personal view, the Capitol has budgets for these so why don’t I lead in pushing them through? Anyway the governor appears to be receptive to the idea,” Halili said.

He cited as an example the proposed tourism code, health and environmental programs and projects for the elderly and persons with disabilities (PWDs).

“Like those bicycle lanes the City Government of San Fernando has been talking about. I had my proposal on that too, except that to further ensure their safety, it would be a ‘carless hour’ from say 5:30 a.m. to 6 a.m. That way, we could avoid accidents with bikers and those tasking tricycles from their homes to work or school,” he said.

“As for sustaining the environment amid all this tree-cutting controversies, I would like to see a law or ordinance where graduating high school and elementary students would be required at least a tree in the community. It’s just like the previous years when tree-planting was a requirement in school,” Halili added.

He outlined several more proposals like the recycling of used wheelchairs in hospitals for indigent PWDs, an ID system and registration of transients in barangays and provision of “recreation” programs for senior citizens.

“Definitely I would seek the help of my colleagues in the Provincial Board as well as that of the governor on these,” Halili said.
