Dayag said Lucero was nabbed by virtue of a warrant of arrest issued by Judge Jonel Mercado of the Regional Trial Court Branch 52 here for large-scale illegal recruitment.
The court recommended no bail for the suspect's freedom.
Dayag said the suspect is considered the number one most wanted person in the municipality and has victimized some 15 people here and others from Floridablanca, Angeles City, and Dinalupihan, Bataan.
He said a concerned citizen informed them that the suspect was cited at the BobStar International Recruitment Agency in Malate, Manila on October 14, this year.
The police chief said that he immediately dispatched his men led by P02 Lavernie Guevarra to serve the warrant of arrest against the suspect, who did not resist arrest.
Lucero was later brought to the Guagua District Jail while waiting for the scheduled court hearing.
Complainants are Elsie Valencia, Jeffrey Dimalata, Jerico Mallari, Rosario Mallari, Lenie Reyes, Dimas Guevarra, Jesus Reyes, Karen Tolentino, Mirko Balboa, Joyce Belda, Karen Pndila, Richard Sigug, and Anel Bau, all of Floridablanca; Stefan Clade Marquez of Angeles City; and Jonie Garcia of Dinalupihan, Bataan.
Mayor Ricardo Rivera said he will recommend to Pampanga Provincial Police Director Senior Superintendent Gil Lebin Jr. that Dayag, Guevarra, SPO3 Persing Sorian, SPO2 Romeo Pring, P03 Victor Palparan, P01 Annaliza De Jesus, P01 Jorita Eclar and officer Michell Depano be given awards or citations for their major accomplishment for the arrest of the most wanted suspect.
