DAGUPAN CITY -- The attempt of four suspected Budol-budol gang members to kidnap a would-be victim landed them in jail.
City Police Chief Dionicio Borromeo said the gang is believed to be operating in Pangasinan Province with pointers in areas where they plan to strike.
