LINGAYEN -- Assistant Provincial Jail warden Rogelio Paglingayen was slapped with a 60-day preventive suspension for neglect of duty effective last Monday, May 2.
Likewise, two prison guards -- Vincent Arcelona and Urbana Farinas -- were given 30-day preventive suspension each for gross neglect of duty.
The suspension order was carried out by Provincial Legal Officer Geraldine Baniqued, chairman of the Investigating Committee on Administrative Cases, as approved by Governor Amado Espino Jr.
In the case of Paglingayen, the suspension order was for his "failure to perform the functions and duties in supervising the jail operation, which led to the escape of at least four detention prisoners from January to April 2011."
Pending the investigation of said cases, he was directed to immediately report to the provincial warden for the proper turnover or disposition of documents or properties in his possession.
Paglingayen and provincial warden Rolando Diaz were also administratively charged for gross neglect of duty.
The formal charge states: "On several occasions, particularly on January 7,2011, January 25, 2011 and April 17, 2011, detention prisoners committed at the Pangasinan Provincial Jail managed to escape. The events indicate that you fell short of the due diligence required of your functions, as provincial jail warden and assistant provincial jail warden, respectively, you failed to institute both preemptive and corrective measures to prevent the escape. Contrary to law."
Paglingayen was directed to submit his answer to the formal charge within 10 days from receipt of the charge sheet.
The Pangasinan Provincial Jail is located a few meters away from the Lingayen town plaza and town hall.
The escapees in the January 7 incident timed their break-away during a fiesta evening program at the plaza. They escaped through their cell's window after cutting off steel grills allegedly through the use of a guitar string.
The escapees on January 25 casually walked away from the jail while pretending to be fetching water at the manual deep well located at near the gate. (LCMY/Sunnex)
