LINGAYEN, Pangasinan -- Provincial Elections Officer Mariano Salas cleared Governor Amado Espino Jr. of the charge that he did not submit his Statement of Election Contributions and Expenditures (Soce) after the May 2013 polls.
Salas, in a press conference, said the governor submitted his Soce three days earlier than the deadline of filing.
“Our office in Dagupan received copies of the governor’s Soce last June 10 at 3:40 p.m. which was three days before the deadline that was June 13,” Salas said, as he showed copies of the received Soce filed by Daniel dela Cruz, executive assistant II at the Office of the Governor.
The election officer stressed that six copies were submitted to the poll body, while an extra copy of the Soce was retained at the provincial office.
“Experience po kasi na para di na magkaproblema, pinagawa ko pong apat ang original copy kaya ‘yong nagfile may original copy at meron din po ako,” Salas said.
He added that the two original copies were sent to Manila office on June 21 through JRS-Dagupan, and were received by two Commission on Elections (Comelec) departments in Manila a day after or on June 22.
Salas, however, was puzzled why Comelec-Manila included Governor Espino in the list of the candidates who did not comply, saying the office in fact had all the records to prove that the governor has complied with the law.
“I don't know the basis why the governor was included in the list. But as far as our office is concerned, we received his Soce," Salas said. (PNA)
